HPCL Begins Commissioning of Rajasthan Refinery and Crude Oil Pipeline from Mundra to Pachpadra

In a significant boost to India’s energy infrastructure, Hindustan Petroleum Corporation Limited (HPCL) has initiated the commissioning process of the much-anticipated Rajasthan Refinery and the associated crude oil pipeline connecting Adani Ports and Special Economic Zone Limited at Mundra to Pachpadra in Rajasthan.

The Barmer Refinery project, located at Pachpadra in Rajasthan's Barmer district, is a Joint Venture (JV) company between the Government of Rajasthan and HPCL known as HPCL Rajasthan Refinery Limited (HRRL). It represents one of the largest greenfield refinery developments in northern India. Once fully operational, the refinery is expected to significantly enhance domestic petrochemical production capacity and reduce dependence on imported products.

The crude oil pipeline originating from Crude Oil Terminal in Adani Port, Mundra will transport imported crude directly to the Petrochemical refinery complex at Pachpadra, ensuring a reliable and efficient supply chain. The strategic connectivity is designed to optimize logistics, reduce transportation costs, and strengthen energy security for the region.

The refinery is poised to produce a wide range of petroleum products, including BS-VI compliant fuels, petrochemical feedstock, and other value-added products. Industry experts believe the project will transform Rajasthan into a major energy hub, generating substantial employment opportunities and stimulating industrial growth in western India.

The refinery has an estimated capacity of around 9 MMTPA, with a strong design focus on petrochemical production rather than only transportation fuels.

The commissioning phase involves rigorous testing of critical process units, safety systems, and pipeline integrity to ensure smooth and safe operations. The phased startup is expected to lead to full commercial operations in the coming months.

With commissioning now underway, the project marks a milestone for HPCL and reinforces its position as a key player in India's downstream petroleum industry. The commissioning of this major refinery project is a clear reflection of strategic leadership, long-term vision, and execution capability of HPCL in India's energy sector.
